The UAE Strengthens Its International Presence in a High-Level Policy Dialogue on Resilient Recovery

The National Emergency, Crisis and Disaster Management Authority (NCEMA) participated in the High-Level Policy Dialogue on Resilient Recovery held in Kobe, Japan. The event serves as a prestigious international platform that brings together decision-makers, experts, and UN organizations to discuss the best approaches to enhance nations’ capacities to confront and sustainably recover from disasters.

The UAE delegation took part in a panel discussion titled “Strengthening Pre-Disaster Recovery Governance,” which focused on the importance of proactively integrating recovery plans into national policies rather than treating them as post-crisis measures. The dialogue was organized by the International Recovery Platform in collaboration with the United Nations Office for Disaster Risk Reduction (UNDRR).

As part of the participation, the UAE delegation held a bilateral meeting with Ms. Paola Albrito, Director of the UNDRR, during which both sides reviewed the UAE’s efforts in risk management and recovery. They also discussed opportunities to strengthen bilateral cooperation to build communities that are more prepared and resilient in facing future challenges.

In this context, His Excellency Dr. Saif Jumaa Al Dhaheri, Director of the National Operations Center at NCEMA, stated:“Our participation in such international dialogues stems from the vision of our wise leadership, which prioritizes investment in capacity-building and the enhancement of international cooperation. The Authority operates within a proactive framework based on the exchange of expertise and knowledge, and the adoption of global best practices in emergency management and recovery. We believe that developing strong early recovery systems not only mitigates the impacts of disasters on communities but also reinforces national development sustainability and economic stability.”

Al Dhaheri added:“At NCEMA, we attach great importance to strengthening our international partnerships with the United Nations and global and regional organizations, as we consider them a cornerstone in consolidating the UAE’s position among leading nations in this field. We remain committed to supporting international initiatives aimed at developing governance systems and enhancing societal resilience to ensure the protection of people first, the preservation of national achievements, and the continuation of sustainable development.”

The UAE’s participation concluded with a reaffirmation of its commitment to continue supporting international efforts aimed at developing effective early recovery systems, strengthening governance, and expanding knowledge exchange, all to help protect communities from future risks and build a more resilient and sustainable future.
